At the request of the Office for Special Education Programs (“OSEP”), Early Childhood Technical Assistance Center (“ECTA”) developed a proposed framework to be used to determine whether states are meeting their obligations toward infants and toddlers under Part C of the IDEA. In September 2014, the ECTA published a report outlining its recommendations. The Office of Special Education and Rehabilitative Services (“OSERS”) is seeking comments to the ECTA’s proposed framework as outlined in the report.
